Lavender Town is dominated by the Pokémon Tower, but you can’t get to the upper levels until you get the Silph Scope. The Silph Scope is located in Celadon City. Head west on Route 8 out of Lavender Town. On the far west end of Route 8, you’ll come to the gates of Saffron City.
The Pokémon Tower (Japanese: ポケモンタワー Pokémon Tower) is a seven-story tower located in Lavender Town in the Kanto region. It is a burial ground for Pokémon.
After you defeat the Team Rocket Boss and get the Silph Scope, you can return to Pokémon Tower and reveal the ghosts within.
Alright, so now it’s time to go get my fourth gym badge, which is in Celadon City. To get there, go to Cerulean City and go over to the right where you’ll see a tree that can be cut down. That path will lead you there.
One day, as Marowak tended to its baby, a Cubone, two Team Rocket members came to abduct some Pokémon. Marowak hit the grunts using its bone, allowing Cubone to escape. However, Marowak was killed in a fight with the grunts who had a shock baton, a scene which Cubone saw.

However, evidence from the other media suggest Dr. Fuji, a character who appeared in Mewtwo Strikes Back, is based on him. In the movie, Dr. Fuji was involved in the creation of Mewtwo, from which he did not survive due to Mewtwo’s destruction of the lab in which it was created.
With the Silph Scope, you’ll be able to see the hidden Ghost Pokémon in the Pokémon Tower in Lavender Town. After climbing to the top floor, you’ll find Mr. Fuji, who’s a prisoner of Team Rocket.
If you keep it as a Pikachu until level 29, it learns the fantastic, standard Electric-type attack Thunderbolt. It has high power, high accuracy, and gets a STAB boost when used by Pikachu/Raichu. I’d evolve it at level 30 or so.
Be sure to pay a visit to the Silph employee on the 7th Floor, in the same room where you fought Gary. He will give you a rare Level 15 Lapras as a reward.

The Fuchsia Gym (Japanese: セキチクジム Sekichiku Gym) is the official Gym of Fuchsia City. It is based on Poison-type Pokémon. In Generations I, III, and VII, the Gym Leader is Koga.
Erika is the Gym Leader of Celadon City’s Gym. She rewards the Rainbow Badge to Trainers who defeat her. She uses Grass-type Pokémon.
The ghost of a Marowak haunts the Pokémon Tower in Lavender Town. This ghost is the mother of a Cubone.
Under the skull, Cubone has a brown snout. The small Cubone survives only through the immense skill it possesses in wielding the bone it carries as a weapon. The bone allows it to learn Bone Club and Bonemerang, two moves exclusive to Cubone and its evolution Marowak.
The reason for this is that, being a kids game, it wouldn’t do to allow small children to learn that a Cubone is actually an orphaned baby Kangaskhan wearing its dead mother’s skull on its head and slinging its bones around like clubs and boomerangs.
I know it’s kinda late, but in Pokemon Origins : File 2, The stories set in Lavender Tower and told about Marowak, Cubone’s mother, is killed by Team Rocket when she protected Cubone from team rocket.

Time for some ghost-busting. If you’ve found the Silph Scope in Team Rocket’s Hideout, you can now safely enter the Pokémon Tower in Lavender Town. The Silph Scope will turn the unknown specters you would otherwise encounter into, well… more tangible specters.
From rank 1 to MAX you can receive 187 BP from each Single and Double battles for a total of 374 BP.
The Silph Scope is a Key Item obtained in the Generation I games as well as Pokémon FireRed and LeafGreen Version. The player can use it to view the ghost in the Pokémon Tower in Lavender Town. Without it, the player character cannot get past the ghost Marowak to continue up the tower.
