The Skaal Village is a small Nordic settlement located in the icy tundra of northern Solstheim. It is one of the three settlements in Solstheim and it is a short distance north of Thirsk Mead Hall.

Upon exiting the Temple of Miraak, the quest begins by following Frea to the Skaal Village. Along the way she will point out the Wind Stone that is enslaving her people and the barrier that has been cast to keep the population of the village safe.

Skaal Village is a small nordic settlement of an ancient shamanistic people who differ greatly from the Nords of Skyrim. They live off the land and have little contact with outsiders aside from the occasional trading.
Solstheim, sometimes misspelled Soulstheim, is a large island in the Sea of Ghosts to the north of Tamriel. It officially became a region of Morrowind in 4E 16. The island has a long history of habitation by other races, but it has traditionally been primarily Nordic in influence.
Solstheim was a territory belonging to Skyrim until the High King gave the island to Morrowind to serve as a refuge for the Dunmer fleeing Morrowind after the eruption of the Red Mountain volcano. Geographically, half of Solstheim is similar to northern Skyrim, covered in icy glaciers and snow.
An open gate is found in The Rift, southeast of the Black-Briar Lodge and east of Dayspring Canyon. It leads to Morrowind. An open pass east of Refugees’ Rest goes to Morrowind. It cannot be entered due to game limitations, but Malborn can be seen going through it at the end of one of his quests.
The Path of Knowledge is the fifth quest for the Dragonborn Main Storyline, although it does not need to be completed before Cleansing The Stones. After getting the quest from Storn Crag-Strider, head to Tel Mithryn and seek out Neloth.
