Rawl’kha is a city located in the region of Reaper’s March, Valenwood.
Rawl’kha is south of Arenthia. Once there, you need to speak to a Moon Priest. The priest, Hadam-do, is outside the temple east of the Rawl’kha Wayshrine.
Easiest way, if you are AD, is to group with someone and use travel to player. Otherwise, get to Auridon, go to the town of Skywatch, and take a boat to Grahtwood. Travel north through Grathwood into Malabal Tor. Travel along the east side to Baandari (I think) and there’s a gate to Reaper’s March.
Dablir is a Khajiit noble residing in Rawl’kha. He is one of the targets assigned by the Litany of Blood. He can be found walking on the path that circles the well in the center of the town or in the house next to the woodworking station.

The Werewolf Ritual Site is a sacred place to Hircine just north of Pa’alat, and southwest of Dawnmead Dolmen. It is located across a dry pond which separates it from the town. For convenience, a player may teleport to the Fort Spinxmoth Wayshrine, and head west to the shrine.

The quest can be started by speaking to either Darien Gautier or Mollier Guillon, who can be found at Oldgate and Castle Ravenwatch, respectively.
An open gate found southwest of Halldir’s Cairn and south of Cracked Tusk Keep leads to a large pass to Hammerfell. A locked gate is found southwest from Southfringe Sanctum, with a path that goes around the Bloodlet Peaks Dragon Mound leading to it.
The region is covered in impact craters caused by the ejection of Heart Stones from Red Mountain, The presence of the Heart Stones led to the formation of the Ash Spawn, which attack settlements in the region. In 4E 16, the High King of Skyrim gifted Solstheim to Morrowind, and Dunmer refugees fled to the island.
Solstheim was a territory belonging to Skyrim until the High King gave the island to Morrowind to serve as a refuge for the Dunmer fleeing Morrowind after the eruption of the Red Mountain volcano. Geographically, half of Solstheim is similar to northern Skyrim, covered in icy glaciers and snow.
