Where is Lugia located in Pokemon Silver? It’s found in the basement of Whirl Islands. You can surf there from Olivine or Cianwood City.
Whirl Islands. There are many items to be found throughout the caves, but if you are only looking for Lugia, start with the northeast island. A colored background means that the Pokémon can be found in this location in the specified game.
You will also need Strength and Waterfall (and of course, Surf) to navigate the dungeons here. If you have the Silver Wing, you will also be able to summon the Legendary Pokemon Lugia here, and with persistence (and a little bit of luck), you will capture it!

Legendary Pokémon can be caught after being defeated in Legendary Raids, but their Capture Chance is very slim. With a Base Capture Chance of 3%, Articuno, Zapdos and Moltres are a bit easier than Lugia (2% BCR).
1 Answer. Assuming it has 1HP left (False Swipe) with an Ultra Ball : You have a 2.833% chance of capturing it per ball. Thus, you have at least a 50% chance of catching it within 25 balls and at least a 95% chance of catching it within 105 balls.
Use a Golden Razz Berry before each throw, and be sure to stock up on them beforehand by defeating other Raid Bosses. The odds of capturing Ho-Oh are greatest while the target ring is at a small-enough diameter to score a Nice, Great, or Excellent Throw, and throwing a Curveball can improve your chances further.
Players should bring along a Rock-type Pokémon to do x4 damage to Shadow Ho-Oh since it’s a Flying/Fire-type Pokémon. Upon defeating him in battle, players will be given the chance to capture Shadow Ho-Oh.

|8%||Nest Ball If Lugia’s level is 6 or lower. Dive Ball If this pokémon was encountered while fishing or Surfing in water. Dusk Ball If the Dusk Ball is used in a cave or if the battle began between 8:00PM and 3:59AM||None.|
1 Answer. If you defeated Ho-Oh the first time, it will come back after you beat the Elite Four. To make sure you capture it this time, save your game BEFORE you encounter it, then if you accidentally defeat it, turn your DS off and on and try again.
You’ll do battle with five Kimono Girls in five separate battles. Each of them only have a single level thirty-eight Pokemon, but these are powerful Pokemon we’re talking about.
Lugia is weak against rock-, ghost-, electric-, ice-, and dark-type moves. Below are some examples of great counters: Mamoswine with Powder Snow and Avalanche. Rhyperior with Smack Down and Rock Wrecker.5 days ago
The Silver Wing is a key item given to the player by the director of the Goldenrod Radio Tower after saving it from Team Rocket in Pokémon Silver and its remake, Pokémon SoulSilver. It enables the player to encounter Lugia in the Whirl Islands, a place between Olivine and Cianwood City.
Use it on roaming Pokemon (Entei, Raikou or Eon Duo). It guarantees capture and you don’t have to go through the hassle of getting a Pokemon with Mean Look/Block, etc.
IS Lugia shiny locked in Soul Silver? I cant seem to find a direct answer anywhere. Nope. There are tons of videos on YouTube with them, if you’d like to watch.
If the raid boss is Shiny (which you won’t see until after you beat the boss), worry not — Shiny raid bosses have a 100 percent catch rate, so long as you don’t somehow miss every ball.
Suicune is said to be the reincarnation of the northern wind, so when it shows up, so does that wind. Suicune uses the move Aurora Beam–aurora light focused into a powerful beam.

1 Answer. Ho-oh, and it isn’t even a contest. Ho-oh has significantly higher stats than Fearow, and it being part Fire type is much better than Fearow being part Normal. With the moveset you currently have, it can deal with Bruno and Koga, as well as a bit of Karen’s team.
As you can imagine, Ho-Oh isn’t a Pokemon you want to be taking to the Great League, however, it does have a place in the Ultra League. PVPoke ranks it as the 65th best choice in the division, beating Swampert, Cresselia, Togekiss and more, provided you use an Elite Charged TM to get one of Ho-Oh’s legacy moves.
