The synthesis target is not a guaranteed spawn, but it does have a high likelihood of appearing. After that, players simply need to track it down in the level. When they get close enough, a waypoint will appear leading them to the target, and they can scan it to complete the mission for Cephalon Simaris.

The in-game codex states that they can be found at Mars, Saturn, Uranus, Ceres and Lua. However, repeatedly running missions at these various locations has proved fruitless as every time Symaris does not state that there is a target available as I believe is currently the case.
If a community or daily Synthesis Target can be found on a mission, Cephalon Simaris will announce the presence of a Synthesis Target and ask the player to capture the target using the Synthesis Scanner, a special scanning device exclusive to Cephalon Simaris.
Performing a Synthesis Scan
The target will appear with a blue outline and be marked on the HUD and minimap once the player locates it with the scanner zoomed-in. To use the scanner on the identified target, equip the Scanner from the Gear menu, then scan (LMB ) the four nodes visible on the target’s body.
Cephalon Simaris (or referred to as Irmis by Cephalon Suda) is a Cephalon construct that resides within the Sanctuary Enclave, a room found in all Tenno Relays, which is accessible by visiting any Relay and then using Fast Travel from the Main Menu: default Esc → Fast Travel → Cephalon Simaris.

As of September 26th, 2018 (on PS4) the Codex Scanner cannot be purchased in the market. Instead, go into the equipment section and in the sub-section Gear, where they can be bought and equipped.

To go to Cephalon Simaris, start by heading to a planet in the Star Chart that has a relay that is not destroyed and can be entered. Select the relay and proceed as if selecting a mission, this will take you to the selected relay.
Conclave is a neutral Syndicate led by the Conclave Master, Teshin. Teshin resides within the Conclave Hall of each Relay. He is the one responsible for the management of the Conclave PvP System, providing incentives through various rewards that can be earned through Conclave battles.
Helios scanning won’t give you any standing. To obtain standing, you have to scan them all yourself. All helios did is filling your codex. Besides scanning everything with Simaris Scanner (must use Simaris Scanner, normal scanner won’t give standing), you can hunt down synthesis target as well.
With a weapon built for Blast CC that allows it to lock any enemy within it’s range and protect you from melee attackers. It’s also capable of defending itself at this range and limits threat it produces since it only shoots when it needs to protect you.
