Right after you get the EXPN Card from the old guy in the Lavender Town, go to Vermillion City. Then run to the Snorlax on Route 11. Go to your PokeGear then go to the Radio part. Make sure the little circle thing is at the middle of the very top of circle, and then you will hear the PokeFlute sound.
First you need to go to Lavender Town and go into the radio tower and talk to the guy in the brown suit he will give you the radio. Then fly back to the Snorlax and go onto the PokeGear and at the bottom there should be the radio icon.

Head out of town to the north and you will catch up to him. Defeat him in battle, and he will tell you where he hid the Machine Part: back in the Cerulean Gym! Go back there again and find it, then return it to the power plant.

After climbing to the top floor, you’ll find Mr. Fuji, who’s a prisoner of Team Rocket. Rescue Mr. Fuji and follow him back to his home where he will reward you with the Poké Flute.
