You will get this quest once you confront Benny in the Ring-A-Ding-Ding quest. As you are leaving the Tops Casino, you will be confronted by one of Caesar’s men who gives you the quest. If you have a negative reputation with the Legion it will be reset to neutral so you can start the quest.
Speak to Lucullus the ferryman. He will be found beside a boat at the docks. He is easy to find since he is the only Legionnaire at the docks and the boat is the only boat near him. Walk up to him and speak with him.
Slavery in the legion is less of a gender issue and more of a class issue. The canon specifically calls out that the Legion will not allow women to become warriors.
So no, you can’t really join the Enclave. You can join the Enclave Remnants. Once you meet Arcade Gannon, and complete important quests for him, he will begin a personal mission to rebuild the Enclave. Essentially, you need to find five other member stuff of the old Enclave and regain access to a vault.
How to Join the Brotherhood of Steel. Go to the Bunker in the Hidden Valley. Here, you can meet the Brotherhood of Steel and either help the current Elder, McNamara, or usurp him and help Head Paladin Hardin become Elder. Both will require finding some lost Brotherhood Holotapes scattered around the Wasteland.
Once you’ve already become permanently hostile to the Legion (failed the quest Beware the Wrath of Caesar!), you will have the option to free the slaves at the Fort. … Freed slaves are sent to the appropriate location immediately after exiting the Fort, so you can fast-travel there and find out how they’re doing.
Impressed with The Kings’ continued attacks upon NCR citizens and soldiers, the Legion offered them the option of being assimilated into the Legion. The Kings refused, and briefly became slaves in the Legion, but after a failed escape attempt, they were all put to death.
Caesar’s Legion: The entire army, led by Caesar (political leader) and his Legate (military commander). The Legion is divided into Cohorts of 480 men, which are divided into: 8 Centuriae of 60 men, each led by a centurion, which divide into: 10 Contubernia, each led by a decanus.
Through the choice of the Courier, the remnants can be convinced to either support the New California Republic or Caesar’s Legion.
Fallout New Vegas has four ‘main’ endings: supporting House, supporting the NCR, backing Caesar’s Legion, or working with Yes Man for an independent New Vegas. There are also variations on these, such as killing Caesar and allowing the Legion to win with Legate Lanius in charge.
Arcade is the most intelligent companion, with an Intelligence of 10, and is the most charismatic companion, with a Charisma of 6. Arcade is taller than most non-player characters, as well as the Courier.
Complete the mission they give you (for Hardin it’s to kill the Van Graffs, for McNamara it’s to tap into the radar at Black Mountain), and you will get “idolized”.
By 2281, the Great Khans have been reduced to making and selling drugs for the Fiends and others, and are less violent than ever, though still very hostile to the NCR. By this point they are no longer truly evil and can be considered neutral.

The Legion is good for the Mojave because it’s the only one that can truly civilize the whole Mojave and, as we can see with the past, that will lead to vast progress. The NCR is also good to the Mojave as a whole, but if we are talking long-term, the Legion is far better.
Caesar’s Legion shares much in common ideologically with Fascism as Mussolini intended it, if not in practice.
